Bill Jackson has over 30 years of experience in project management, refinery/plant engineering, maintenance, planning, and contract management. Prior to joining Baker & O'Brien, he held a number of engineering and project management positions with a variety of companies. He has provided expert opinions in written reports, depositions, and in testimony.
Bill's experience spans the entire range of refinery capital expenditures, including strategic planning, front-end engineering and design, detailed engineering, procurement, fabrication, and construction. He participated and directed these efforts from both the owner's and contractor's aspect and been responsible for the overall project management of engineering through construction and start-up of complete refinery units.
With respect to refinery equipment and facilities, Bill has knowledge of their engineering design, procurement, fabrication, construction, operation, and maintenance. His broad background in project and maintenance issues has been used in conducting refinery incident investigations, participation in PHA/HAZOP studies, and troubleshooting. In both design and operational issues, Bill has extensive experience in the application of engineering codes, industry standards, and individual company standards.
Bill is a Registered Professional Engineer in Texas and Louisiana. He is also a Certified Fire and Explosion Investigator for the National Association of Fire Investigators, International.
