Luis offers more than 30 years of experience in the oil & gas industry in technical and executive roles where he has been responsible for project management, enterprise and project risk management, project engineering, and the structural design of offshore facilities. He holds a B.S. in Civil Engineering from the Universidad Nacional de Ingeniería (Lima, Peru) and a M.S. in Structural Engineering from North Carolina State University. He has managed upstream and downstream engineering, procurement and construction activities for projects in the U.S., Latin America, the Middle East, and Asia Pacific. In these assignments, Luis was responsible for developing tangible plans and tactical actions for complex operational, technological, and functional project issues.
Prior to joining Baker & O’Brien, Luis worked for Wood plc, where he successfully executed a strategy to diversify Wood’s business in Mexico into oil and gas, chemicals, pulp & paper, and pharmaceutical projects. Previously, Luis worked in project management, risk management and engineering at Amec Foster Wheeler, Global Industries Offshore, the Nielsen-Wurster Group, and Halliburton/KBR/Brown & Root. Luis is fluent in English and Spanish and has prepared complex technical and commercial claims as an expert witness in ICC arbitrations to resolve complex engineering and construction disputes.
