Summary of Experience

Mr. Milburn has over 25 years of experience in the refining and petrochemical industry. Prior to joining Baker & O'Brien, he worked at Jacobs Engineering, an international engineering and construction company. As a Senior Level Process Engineer at Jacobs, he worked on the detail engineering design of grassroots Ultra-Low Sulfur Diesel (ULSD) facilities and refinery reconfiguration process engineering studies with major oil companies to process Canadian oil sands crude.

He has worked as a Refinery Process Engineer, where he provided process unit support, developed and maintained the refinery management of change (MOC) system, and developed small capital improvement projects. He has worked for major engineering and construction companies as a Senior Process Engineer on various petrochemical, chemical, and refinery front-end and detail engineering projects.

Kevin has also worked for a mid-sized engineering firm where, as an Engineering Consultant, he was responsible for the safety relief system analysis and design of several petrochemical and refining facilities throughout the United States (U.S.). He later became the Account Team Leader, where he was responsible for the corporate-wide account for one of the largest U.S. refining companies.

Since joining Baker & O'Brien, Kevin has provided consulting services in refining market analysis, feasibility studies, and environmental regulation impact analysis including those of renewable fuels, plus litigation support, for accident investigations and insurance disputes, and has served as an expert witness on a commercial dispute matter related to asset valuation. In addition, he has been responsible for updating and providing technical support for Baker & O'Brien's proprietary PRISM refinery benchmarking package for the U.S., Europe, and Asia-Pacific.
